He said the decision was made following intense deliberations with his team over the past 12 hours.
Asked if he had discussed this with the Workers' Party, Mr Kuan, 57, a business consultant, said: 'No comments, I do not wish to elaborate on that'.
'I can serve the Joo Chiat residents in other ways... If it's a three-cornered fight, the results will be very clear,' added Mr Kuan, who made a controversial bid to run for President in 2005. But the Presidential Elections Committee - which vets candidates based on criteria set out in the Constitution - said his previously held jobs did not qualify him to run.
The People's Action Party man for the ward is veteran Charles Chong, 57, while the Workers' Party is expected to field entrepreneur Yee Jenn Jong, 46.
